In full: “Mr. P. Dugan wishes to procure a passport to Baltimore. I cheerfully vouch for his loyalty and recommend him to your favorable consideration.” A couple small separations along intersecting folds, one through a single letter of signature, mounting remnant to reverse and a small tear to top edge, otherwise fine condition.
