Mellon,” two pages, 8 x 10.5, Secretary of the Treasury letterhead, January 25, 1927. Letter to Senator E. B. Mayfield. In part: “By reference from the President, I have your letter relative to the dutiable status on return to the United States of certain American owned cattle taken into Mexico for pasturage purposes during the drouth [sic] of 1923 and 1924…Aside from the question of the President's right at this time to declare an emergency, there do not appear to exist conditions in Mexico which can be characterized as ‘a state of war, or otherwise’ which could justify the President declaring an emergency.” In very good condition, with some light spreading to signature, pencil marks to second page, some light soiling and notations to first page, and a paperclip impression to top edge.
