Countersignature of Secretary of Agriculture Richard E. Lyng appears to be autopen. Nicely framed to an overall size of 24 x 20. A gorgeous embossed Department of Agriculture seal is affixed to the lower left. In very fine condition. A document such as this would have required the advise and consent of the Senate.
