President Clinton sends a note of of thanks—and a signing pen—to a California congressman and supporter of digital performance legislation

TLS as president, one page, 6.75 x 9, pale green White House letterhead, December 8, 1995. Letter to US representative Carlos Moorhead. In full: “Thank you for your leadership in securing passage of the Digital performance Right in Sound Recordings Act of 1995. The new copyright protections provided in the law give long-overdue recognition to the valuable contributions of performers and producers to making American music a worldwide success. By striking the proper balance among the diverse groups that comprise the music industry, this law will ensure that American consumers will continue to enjoy the benefits of a strong and vibrant recording industry. Please accept the enclosed signing pen as a token of my appreciation.” Accompanied by the aforementioned pen, a Parker Insignia retractable ballpoint pen (in its original box), with the seal of the president of the United States and Clinton’s facsimile signature on the pen. In fine condition, with scattered soiling to lower portion of letter, some approaching signature, as well as a couple of light creases. Accompanied by the original mailing envelope.

The Digital Performance Right in Sound Recordings Act of 1995 gave record labels and other sound recording copyright owners a second chance to collect performance royalties from digital audio—something Clinton saw as “long-overdue recognition to the valuable contributions of performers and producers to making American music a worldwide success.” The president added, “This law will ensure that American consumers will continue to enjoy the benefits of a strong and vibrant recording industry.” On a more tawdry entertainment note, as Clinton delivered this message, he had been engaged in a month-long extramarital affair with intern Monica Lewinsky...an event that would end in his impeachment.
