Y. relating to the construction of the Arkport and Whitney Point dams, forming parts of the project for flood control works for the protection of Binghamton, Hornell, Corning, and other towns in Southern New York and Eastern Pennsylvania, authorized by the Flood Control Act of June 22, 1936. You may advise Mr. Hutton that I have authorized the Secretary of War to proceed with the construction of these two dams.” Double cloth-matted with a Pach Bros. portrait to an overall size of 19.25 x 14.75. In fine condition, with a slight brush to the end of his signature. Construction on the Arkport Dam was completed in 1940 with Whitney Point finishing construction in 1942.
