In part: “It is a source of regret to me that your communication of the 13th of December last on the subject of…the establishment of a Marine Hospital at Providence, would, so long, have remained unanswered…I learn that the disbursement for the relief of sick and disabled seamen…had so far exceeded the receipts as to produce a difference of $15,750.” In very good condition, with several small tears and chips with scattered repairs, somewhat irregular toning, and scattered toning (heavier along the right side).
