Rare Carter presidential appointment for a future Clinton cabinet member

Rare partly-printed DS as president, one page, 19.5 x 16.5, March 23, 1979. President Carter appoints South Carolina Governor Richard W. Riley “a Member of the Advisory Commission on Intergovernmental Relations for a term of two years.” Signed at the conclusion by Carter and countersigned by Secretary of State Cyrus Vance. Circularly matted and framed to an overall size of 25 x 22. In fine condition, with some scattered light toning and foxing. The Commission was created in 1959 to maintain a continuing review of the operation of the Federal system and to make recommendations for improvements. Oversized.
