Unquestionably, the cost of government – federal, state and local – is greater than the country can safely carry under existing economic conditions. To reduce the cost of government is a difficult task. Taxes grow out of expenditures; expenditures spring from services; services originate in the demands of the people, expressed in the form of laws telling the government what to do. If we are to have lower taxes, we must spend less and consequently curtail governmental services or abandon some of them altogether. That is plain.
As soon as the 1932 budget was completed, I directed that an analysis and study be made, department and function by function, to ascertain precisely the causes for the increase in the cost of the State government during the last decade.
