American statesman (1745–1829) who served variously as President of the Continental Congress, diplomat, and, from 1789 to 1795, first Chief Justice of the Supreme Court. Partly-printed DS, one page, 13 x 7.5, March 23, 1797. Jay, as governor of New York, appoints John Smith, a Lieutenant in the militia of Onondaga County. Signed on the left side in black ink by Jay, and countersigned by Secretary Jasper Hopper. Matted to an overall size of 17.75 x 12.5. In very good condition, with some small separations and minor areas of paper loss along intersecting storage folds, scattered toning and foxing, and a small photo lightly affixed to lower left corner.
