In part: “I have received the letter…by which you announce that in response to your fellow citizens and the expressed will of the country, you have assumed the Supreme power of the State…until a lawful election can be held. I beg to express my appreciation of your desire that the existing good relations between the United States and Uruguay may be strengthed, and to assure you of my earnest desire to co-operate to that end with any Government which may be acceptable to and the choice of the People of Uruguay.” In very good condition, with pinhole to top left, block of toning over most of text on first page, scattered light foxing, and bisecting mailing folds, one affecting first letter of signature.
