Partly-printed DS as president, one page, 15.75 x 19.5, January 19, 1891. President Cleveland appoints Alfred Elliott Bates to the post of Deputy Paymaster General with the rank of Lt. Colonel. Nicely signed at the conclusion by Cleveland and counter-signed by his Secretary of War Daniel S. Lamont. In very good condition, with wrinkling and creasing to top portion of document, light horizontal fold through signature, some light creasing and mostly intact seal.
