Governor Roosevelt appoints Mark Graves to the position of Director of the Budget, signed at the bottom in black ink by Roosevelt, and countersigned by his Secretary of State. In good condition, with intersecting storage folds, scattered toning and soiling, with heavier spots at edges, and some small edge tears and surface loss.
