In part: “In these days of high feeling about many matters concerned with farm policy, it is reassuring to get a constructive discussion such as your letter develops. I believe it is entirely possible to proceed to make our present farm policies better in meeting the needs of farmers and of consumers. Agriculture is an industry whose highly competitive nature admits of great potential instability. To deal with this situation, the Congress over many years has evolved various programs designed to deal with this problem.
