Appointing a naval constructor who later lent his name to a prestigoius award

Partially printed DS as president, one page, 15.5 x 18, March 6, 1891. President Harrison appoints Joseph H. Linnard to the position of “Naval Constructor, with the relative rank of Lieutenant.” Countersigned by Secretary of the Navy Benjamin Tracy. Linnard was the ranking Naval Constructor of the Navy, served as Superintending Constructor of the Works of the New York Shipbuilding Company, and served for 30 years. The Society of Naval Architects and Marine Engineers has presented an award named after him since 1937. In very good condition, with paper loss to top and bottom edges, previous intersecting storage folds, one through first name of signature, and some scattered light creasing and wrinkling.
