An official memo, headed “Secret,” titled “On Setting Up New and Increasing Numbers of Trainees at Existing Infantry Schools.” In part (translated): “For the purpose of creating an infantry line officer reserve, I hereby order that the following steps be taken: 1. That one military infantry school each be set up in the Transcaucasian and Siberian Military Districts by November 1, 1941 ... [and] that the schools be fully equipped by November 1, 1941.... 2. That the K. E. Voroshilov Ryazan, the 1st Leningrad Order of the Red Banner (Berezniki), the 2nd Leningrad (Glazovo), the Sretensk, and the 2nd Vladivostok military infantry schools be transferred from manning table No. 19/20-B to manning table No. 19/20-A—a complement of 2,000 trainees—as of October 15, 1941.... 3.
