A formal letter of state to “His excellency, The President of Bolivia,” recalling Richard Gibbs as the United States Ambassador to Bolivia and gives his “assurance of the sincere desire of this Government to strengthen the friendly feeling now happily subsisting between Bolivia and the United States.” Signed at the conclusion in black ink by Cleveland and countersigned by his Secretary of State, T.
