Second Chief Justice of the Supreme Court and delegate to the Constitutional Congress (1777–84) who later submitted the amendments which became the Bill of Rights. As a member of the Committee of the Pay Table, Ellsworth was one of the five men who supervised Connecticut’s war expenditures. DS, signed “O. Ellsworth,” one page, 8.25 x 4.5, August 12, 1776. A draft ordering the payment to John Jeffery of “Three pounds toward his Services Writing for Pay Table Comtee. to amount accordingly & charge the State.” Countersigned by two other officials.
