Buck, one of our distinguished citizens to reside near the Government of Your Excellency in the quality of Envoy Extraordinary and Minister Plenipotentiary of the United States of America.” Signed at the conclusion by Cleveland and countersigned by Secretary of State Thomas Bayard.
