That and some finagling helped him post a small surplus for fiscal 1969. On June 30, 1969, the House voted on extension of the 10 percent surtax. Many congressmen who recognized the need for surtax extension simply voted "nay" as a way of demanding action on tax reform. The bill passed, 210 to 205, but the message was clear to the Administration, and the surtax ended in 1970. In fine condition, with a bisecting horizontal fold and some scattered light toning.
