DS, in Latin, signed “Pius pp. XII,” one page both sides, 10.5 x 15.5, August 30, 1949. The Pope praises Peruvian Ambassador to the Vatican and bestows an apostolic benediction on Manuel Arturo Odria and “the Peruvian people so dear to us.” Signed at the conclusion in black ink by Pius XII. In 1949 Odria siezed power as head of a military junta, and was elected president in 1950.
