Monroe orders the Collector of the Customs “that in the future you issue no commissions to private armed vessels, unless they have a compliment of at least twenty officers and men.”

Printed TLS signed “Jas Monroe,” one page, 8 x 10, Department of State letterhead, January 21, 1814. Secretary of State Monroe orders the Collector of the Customs “that in the future you issue no commissions to private armed vessels, unless they have a compliment of at least twenty officers and men, and an armament in proportion to that number of persons…He directs…that you immeadiately revoke all commissions heretofore issued by you to those of less effective force.” Boldly signed at the conclusion in black ink. Accompanying second page bears an address panel to the Gloucester, MA, Collector of Customs, stamped ”Free” in the top right corner and franked “Jas. Monroe.” In fine condition, with moderate mailing folds, one through a single letter of signature, light spotting to address panel and some minor toning and paper loss to left edge of letter.
