King Charles orders Lord Finch to 'affix our Great Seal of England...to a certain instrument and bearing date with these presents, containing our powers to yorselfe and to our Right Trusty and Wellbound Cousins...to treate of and conclude with Yr. Ambassador Secretary...now here a treaty of Com[m]erce 7 Navigation to be observed within the limits of the Royal African English and Dutch west India Companied respectively.'
