In part, 'Whereas David Eugene Hamrick, A.D.C.number 58441, was convicted in Crittenden County, Arkansas of the crime of Murder First Degree and sentenced on March 3, 1967, to a term of Life imprisonment in the Arkansas Department of Correction; and Whereas, the Board of Pardons and Paroles recommends that the sentence of David Eugene Hamrick be commuted from Life to parole eligibility; Now therefore, I, Bill Clinton, by the virtue of the power and authority vested in me as Governor of the State of Arkansas do hereby commute the sentence of David Eugene Hamrick to a term of sixty-seven (67) years; six (6) months; eighteen (18) days.'
