However, AEC financial assistance...is phased out once those concepts are demonstrated...we are no longer doing very much research and development on the present 'light water' reactors. Of the 888 million in AEC funds devoted to physical research and raw material and reactor development, less than one-quarter is budgeted for civilian reactor development...I join you in hoping that our carefully planned research and development program will yield new discoveries which will provide lower cost and better quality fuel for the American people.'
